Unveiling IRCC’s Vision for Stronger, Thriving Communities

Canadian Immigration Minister Marc Miller announced reforms on October 31, 2023. IRCC has spoken with stakeholders and the public throughout the year to steer improvements and strengthen the immigration system. The IRCC is using this feedback to implement its new immigration policy, An Immigration System for Canada’s Future.

The strategy recommends better aligning the immigration system with the labour market, modernizing the system to make it easier for newcomers to submit and track applications, improving IRCC service, promoting francophone immigration across Canada, and helping smaller communities attract and retain newcomers.

The approach considers housing and healthcare needs for newcomers and Canadians. The policy also emphasizes that an effective immigrant plan must disseminate immigration benefits across the country and into local areas.

Which projects are going to help communities?

IRCC aims to integrate housing, healthcare, and other critical services into immigration planning. Each year, the IRCC predicts how many new permanent residents Canada will accept. Creating a more integrated plan will help the federal government, provinces, territories, and municipalities combine housing, health care, and infrastructure with these figures.

IRCC also intends to improve newcomer settlement and integration. The approach says, “We want to provide the right services at the right time.” IRCC will seek funding for community collaborations and service expansion in mid-size, rural, and northern locations. IRCC also wants to expand Francophone digital settlement assistance for newcomers from official language minorities outside Quebec.

IRCC will also consider ways to use immigrants’ money to fund affordable housing. The IRCC will study and modify an immigration procedure for foreign nationals investing in and building new dwellings in Canada.

IRCC wants to discuss regional immigration improvements. This includes recognizing smaller, rural, and Francophone minority groups’ needs and strengths. To achieve this goal, IRCC will seek to make the Rural and Northern Immigration Pilot (RNIP) permanent and consider expanding it to new communities.

The RNIP is a community-driven program that is designed to spread the benefits of immigration to smaller communities by creating a permanent residence pathway for foreign nationals who want to work and live in these communities. IRCC will also create a Francophone Immigration Policy to boost Francophone minority demographics. The policy will improve promotion, selection, settlement, and integration of French-speaking immigrants in minority populations.
