What is the Labour Impact Stream?
Labour Impact is a legacy PEI category name. The current PEI Provincial Nominee Program uses a Workforce Category with separate streams. Each stream has its own eligibility criteria, employer requirements and selection rules, so the old three-stream Labour Impact table should not be used as a current eligibility test.
What are the current PEI Workforce streams?
- Critical Workers: an employer-driven route for eligible workers currently employed full-time in PEI under the stream’s current criteria.
- International Graduates: a separate route for eligible graduates of a publicly funded PEI post-secondary institution, subject to its current criteria.
- Skilled Workers in PEI: a skilled-worker route for eligible candidates working in PEI with a qualifying employer and job offer.
- Skilled Workers Outside Canada: an outside-Canada recruitment route where the PEI employer must first receive authorization from the Office of Immigration before issuing the job offer and before the EOI route.
- Intermediate Experience: a separate Workforce stream with its own experience, employment and sector conditions.
- Occupations in Demand: a separate Workforce stream for eligible occupations under PEI’s current criteria and selection priorities.
- PEI Express Entry: for candidates who already qualify for a federal Express Entry program, have a federal Express Entry profile in the pool and meet PEI’s provincial criteria.
Do not apply one age, language, work-experience or status threshold across all seven streams. Check the current criteria for the exact stream that fits your situation.
How does the PEI Workforce process work?
For Workforce selection, an Expression of Interest is not an application. Candidates first create an EOI profile under the applicable stream. Current route pages state that an EOI profile remains active for six months. PEI may limit intake or exclude profiles from draws. A valid Invitation to Apply is required before a complete Workforce application can be submitted. A provincial nomination is not permanent residence; the applicant must still complete the applicable federal permanent-residence process and IRCC makes the final decision.

Where can I find the recent draws?
Use the current PEI Expression of Interest draws page. PEI currently prioritizes higher-demand sectors and says people working in sales and service may not receive an invitation at this time. An EOI does not guarantee an invitation or nomination.
