It is open in 2026 and operates on a first-come basis rather than a competitive draw. The Northwest Territories can nominate successful applicants for permanent residence, with the federal government making the final decision. Because the territory’s published guidance is not always updated frequently, it is important to confirm the current requirements before you act.
The stream generally looks for a minimum investment in an NWT business, with a lower threshold for businesses outside Yellowknife and a higher threshold within it, ownership of at least a one third share, a verified personal net worth, language ability at CLB 4, and an exploratory visit and interview. A business performance agreement governs the establishment of the business. Confirm the current thresholds, because they can change.

This stream fits entrepreneurs who genuinely intend to invest in and run a business in the Northwest Territories, who can document their funds and net worth, and who are willing to complete the exploratory visit and interview.
It is not for passive investors or for applicants who cannot document their net worth and funds. Applicants whose plans suit a larger province should compare other provincial business routes.
You complete an exploratory visit and interview, submit your application, and have your net worth verified. If approved, you sign a business performance agreement, obtain support for a work permit where applicable, move to the Northwest Territories, and invest in and operate your business. After meeting the agreement, the territory can nominate you, and you then apply federally for permanent residence.
