What is the Ontario's Human Capital Category?

One of the Human Capital streams of the Ontario Immigrant Nominee Program (OINP) is called Ontario Human Capital Priorities. From the federal Express Entry pool, Human Capital category selects highly qualified candidates who have the potential to become long-term employees in Ontario using a merit-based system. Foreign nationals cannot directly apply to the programme; it is by invitation only. When applicants submit their Express Entry profiles, their entire Express Entry pool is automatically taken into consideration for the programme. The candidates it invites to apply will receive a Notification of Interest (NOI) sent to their Express Entry accounts.

Currently, the Ontario Human Capital category includes the following immigration streams:

Human Capital Priority
Skilled Trades
Skilled Worker (French Speaking)

What is the eligibility criteria?

1) Human Capital Priorities

This stream is only open to foreign nationals who are already in the pool of eligible candidates for Canada’s Federal Skilled Worker Class or Canadian Experience Class. Candidates CANNOT submit an application to this route directly.
Foreign national must receive a Notification of Interest from the provincial government in order to be eligible to apply for this stream. In other words, it’s a “invitation-based” stream.

1.1) Human Capital Priority - Tech Draw

This stream also conducts draws for specific NOC codes targeting foreign nationals with IT work experience and education.

2) Skilled Trades

This stream focuses on foreign nationals who are already RESIDING in Ontario and have Ontario-based work experience.
The experience must be in a skilled trade that is eligible.
The skilled trade must be in within NOC group 633 or NOC group 72,73 or 82

3) Skilled Worker (French Speaking)

This program is targeted at foreign nationals who can speak French AND are fluent in English with an opportunity to establish themselves in Ontario.
If you’re fluent in English and French and can prove your capacity to contribute to the province’s workforce as a skilled worker, you may be invited to apply under this stream.
