Home Care Worker Immigration Pilots

Foreign caregivers can work in Canada and apply for permanent residency (PR) through the Home Care Worker Immigration Pilots. In addition to providing qualified applicants and their families with a straight route to permanent residence, these pilots seek to address the labour crisis in the home care industry. 

Immigration, Refugees and Citizenship Canada (IRCC) has stated that the Home Care Worker Immigration Pilots will begin on March 31, 2025. The old Home Support Worker Pilot and Home Child Care Provider Pilot, which ended on June 17, 2024, will be replaced by these new pilots. 

Background

A five-year initiative that offered eligible caregivers and their families a route to permanent residency in Canada was the old Home Child Care Provider and Home Support Worker Pilots. Following the conclusion of these trials on June 17, 2024, IRCC has been creating additional programs to help caregivers who want to work and settle in Canada. 

Future Immigration Pilot Programs for Home Care Workers

The new Home Care Worker Immigration Pilots are set to start on March 31, 2025, with the goal of making it easier for caregivers to immigrate to Canada. Although precise information has not yet been made public, prospective applicants can get ready by thinking about the general actions listed below, which are based on prior caregiver programs. 

Eligibility Criteria for the Caregiver Pilots

The following criteria must be fulfilled by candidates in order to be eligible for the Home Child Care Provider or Home Support Worker Pilot: 

  1. An offer of employment from a Canadian company
  • A work offer as a caregiver in Canada that is full-time (30+ hours per week). 
  • The Labour Market Impact Assessment (LMIA) is not required to be provided by the employer. 
  1. Experience at Work
  • A minimum of 12 months of experience providing full-time care in Canada. 
  • You will be granted a work permit to obtain experience in Canada if you do not currently have it. 
  1. Proficiency in Language
  • A minimum of five CLB (Canadian Language Benchmark) points in either French or English. 
  • Accepted language examinations include TEF or TCF (French), and IELTS or CELPIP (English). 
  1. Qualifications in Education
  • Post-secondary education (Canadian or comparable foreign certification) for at least one year. Acceptance in Canada 
  • Candidates must clear background, medical, and security checks 
  1. Willing to Live Outside of Quebec
  • Quebec does not have access to the program. Candidates must plan to reside in a different province or territory in Canada. 

The Caregiver Pilot Program's advantages

These programs offer a clear path to permanent residency, in contrast to temporary work permits. 

      2. No LMIA Requirement: 

Employers are not required to undergo the costly and drawn out Labour Market Impact Assessment (LMIA) procedure. 

      3. Work and Bring Your Family:  

Dependent children may apply for a study permit, and spouses may apply for an open work permit. 

     4.  Healthcare and Social Benefits:  

You are eligible for free healthcare, social security, and educational benefits if you become a permanent resident.
