Quebec is working on its own and giving French-speaking applicants more attention. They want to let up to 51,500 refugees in by 2025. Some programs are on hold until June 2025, but others are still open to people who are qualified.

There aren’t enough workers in some areas, so programs like the Atlantic Immigration Program and Caregiver Pilots are meant to help. These are employer-driven paths, which are ideal for people who already have a job offer in tech, healthcare, or agriculture.

5. Start-Up Visa Program
The Start-Up Visa Program is available to entrepreneurs who have innovative business concepts. This program requires active management of their business in Canada and support from designated investors. In 2025, Canada intends to admit 2,000 applicants under business segments.
6. Provincial Entrepreneur Programs
Under PNPs, provinces also provide their entrepreneur programs. These are designed for investors and business proprietors who are interested in generating employment and contributing to the local economy.

There are two primary methods by which employers recruit foreign talent:
- Temporary Foreign Worker Program (TFWP): A positive Labour Market Impact Assessment (LMIA) is required for the Temporary Foreign Worker Program (TFWP).
- International Mobility Program (IMP): The International Mobility Program (IMP) is exempt from the LMIA and encompasses open work permits, intra-company transfers, and trade agreement provisions.
