Express Entry Police Certificate Requirements 2026: Countries, Validity and 60-Day ITA

Express Entry permanent residence · IRCC instructions checked October 19, 2026 · Applies to the relevant post-invitation document checklist

In brief: For Express Entry permanent residence, IRCC generally asks for police certificates for you and family members aged 18 or older from each country, other than Canada, where the person stayed for 6 months in a row or more in the previous 10 years after turning 18. The issue date rule is different for your current country of residence and countries where you used to live. An officer can still request additional certificates.

Express Entry police certificate: which country and which issue date?

Use the following as a planning checklist against your personal residence history. IRCC’s Express Entry upload checklist and any later officer request control what you ultimately submit.

Where you lived IRCC issue-date rule What to check
Country where you currently live Certificate issued no more than 6 months before the PR application is submitted If issuance was earlier, request an updated certificate; IRCC may also request one during processing
A former country of residence Certificate issued after your last stay there of 6 continuous months or more An expired certificate may still be accepted when this date condition is satisfied and it is not your current country
Canada Usually no Canadian certificate is submitted with an Express Entry PR application IRCC conducts its own Canadian checks and may request documents when needed
Stays before age 18 or outside the 10-year window Not routinely requested in the initial Express Entry online checklist An officer may later request additional countries or earlier periods since age 18

Primary authority: IRCC’s current Express Entry police-certificate instructions.

What counts as the 6-month residence threshold?

The standard Express Entry online checklist asks about stays of 6 months in a row or longer within the previous 10 years. Do not replace that with a rule based solely on the combined total of several short visits. For example, a 7-month stay abroad after age 18 is ordinarily relevant; separate visits of 2 or 3 months each do not necessarily trigger the same automatic request. IRCC can still request more evidence after submission.

For each adult, compare passport travel history, addresses, work and study dates. The spouse or partner’s residence history needs its own review, even if the family members are not all currently in the same country.

Do you need a police certificate before receiving an ITA?

Consider starting the process while your Express Entry profile is already in the pool, particularly where a country’s process is lengthy. However, the PR application and police-certificate uploads happen after an invitation to apply (ITA), not as identifying information entered in the initial Express Entry profile. Under current IRCC Express Entry instructions you generally have 60 days after the ITA to file the PR application.

For the wider post-ITA workflow, see MAK’s Express Entry 60-day document checklist.

Can you use an expired police certificate?

Sometimes, but only under the right country-and-date test. A certificate from a former country may remain acceptable even when its printed expiry date has passed, provided it was issued after the last qualifying stay of at least 6 consecutive months there and it is not the country where the person currently lives. By contrast, the police certificate from the country where the person currently lives must meet the 6-month issue-date requirement.

Do not rely on a generic website statement that all police certificates universally expire after 6 months. IRCC expressly applies different tests. The assessing officer may request a fresh certificate in any event.

What if a certificate has not arrived by the 60-day deadline?

IRCC allows an applicant to upload a letter of explanation plus proof of serious, timely efforts to obtain the required police certificate in the appropriate country-specific field, such as an application receipt, payment receipt, delivery/tracking record or official explanation of delays. This is not an automatic extension or a guarantee of acceptance; an officer may still reject an incomplete PR application if the efforts are insufficient.

Avoid these mistakes: uploading an ordinary photocopy rather than a colour scan of the original, overlooking the spouse’s certificate, requesting a certificate too early for the current country, or leaving the police-certificate field blank without the required explanation and supporting proof. Use the country-specific instructions before paying an agent.

How do you obtain a police certificate from Pakistan or another country?

IRCC maintains separate instructions for each issuing country. A police certificate might be called a police character certificate, clearance certificate or a similar document. The issuing authority, identification, fingerprints and application channel vary by country, so never assume one process works everywhere.

Pakistan: IRCC identifies the document as a Police Character Certificate or Police Clearance Certificate, with provincial procedures and consular routes for people outside Pakistan. Start with the official IRCC Pakistan procedure, then read MAK’s more detailed Pakistan-to-Canada police certificate guide for country-specific context.

For other countries, consult IRCC’s country-by-country issuing instructions before applying.

Common questions

Can IRCC ask for a police certificate even if I stayed less than 6 continuous months?

Yes. The six-month test describes when the initial Express Entry online checklist ordinarily requests a certificate. An officer may ask for additional certificates later, including other periods after age 18, when needed.

Will a police certificate from two years ago be accepted if I moved away?

It may be acceptable if it was issued after the last qualifying period of residence in that country and the person no longer lives there. Do not assume acceptance without checking the complete residence history and the current IRCC instructions.

Do I need a Canadian police clearance certificate?

Not ordinarily for periods spent in Canada as part of an Express Entry PR submission. Follow any special officer request received after filing.

What if the certificate is not in English or French?

Follow IRCC’s translation instructions; submit the necessary original-language document and the required certified translation. Do not upload a translated document alone when the original must also be provided.

Unsure which police certificates your PR file needs?

A licensed representative can review residence periods, certificate dates, any police-record concerns and your post-ITA document checklist. An outcome, extension or acceptance cannot be guaranteed.
