Who Qualifies for CEC in 2026

Licensed RCIC guidance on the Canadian Experience Class (CEC) for people who already have skilled Canadian work experience and want Canadian permanent residence through Express Entry.

The Canadian Experience Class (CEC) is one of the three federal programs managed through Express Entry, and it is built for people who have already worked in a skilled job in Canada. If you have at least one year of qualifying Canadian work experience, CEC can provide a route to permanent residence, because it does not require a job offer, education, or proof of settlement funds. 1. What Is the Canadian Experience Class (CEC)?

CEC is a permanent residence program for skilled workers who have Canadian work experience and want to stay in Canada. It is managed through the Express Entry system, alongside the Federal Skilled Worker Program and the Federal Skilled Trades Program. CEC may be relevant to former international students on a post-graduation work permit and temporary foreign workers when their Canadian work experience meets the program requirements. Express Entry ranks candidates and invites the highest-scoring ones to apply; meeting the CEC minimum requirements lets you enter the pool, but it does not by itself guarantee an invitation.

Under the Canadian Experience Class program you first enter the Express Entry pool; IRCC ranks the pool with the Comprehensive Ranking System, and only candidates who are invited to apply can submit a permanent residence application. CEC is for people who plan to live outside the province of Quebec, which selects its own skilled workers.
