July 2026 permanent residence snapshot

IRCC’s Canada.ca headline statistics now report 188,800 permanent-resident admissions from January through July 2026 under the 2026–2028 Immigration Levels Plan. IRCC separately reports two one-time initiatives whose admissions are in addition to, not part of, the Levels Plan targets. This headline snapshot is approximate and subject to change. MAK keeps it separate from the downloadable Open Government monthly datasets used elsewhere in this Observatory, which remain through June 2026.

Permanent Resident Admissions

Latest official headline snapshot: IRCC’s Canada.ca page, with data as of July 31, 2026, reports 188,800 permanent-resident admissions from January through July 2026 under the 2026–2028 Immigration Levels Plan. IRCC labels that headline data approximate and subject to change, and separately reports one-time-initiative admissions that are additional to the Levels Plan. The headline snapshot is presented separately here from the Release‑1 monthly Open Government workbook, which remains through June 2026. Official Canada.ca source.

IRCC reports 393,780 permanent-resident admissions in 2025 and 182,185 from January through June 2026 in the Release‑1 source workbook. The 2026 figure is a partial-year value and is not presented as a full-year comparison.

Study Permit Holders

IRCC’s source reports study-permit holders by province or territory, study level, and the year and month in which permit or permits became effective. Release 2 covers January 2015 through June 2026.

This measure is not the number of study-permit approvals, newly arrived students, or all students physically present in Canada at a point in time. Suppressed IRCC values remain suppressed; they are not treated as zero or estimated.

Permanent Residents with Prior Study Permit or PGWP Status

IRCC reports permanent-resident admissions among people with prior Study Permit Holder Status and prior Post-Graduation Work Permit (PGWP) Status. Release 2 keeps these as two separate datasets, both covering January 2015 through June 2026.

These are counts of permanent-resident admissions with the stated prior status. They do not show that the prior status caused permanent residence, and they are not transition rates, probabilities or individual eligibility measures.

Express Entry Invited Candidates

The current IRCC invited-candidate dataset reports 74,565 invited candidates for 2025 and 59,140 for January through June 2026. This dataset is distinct from individual Express Entry rounds and is not a permanent-residence approvals or admissions series.

Express Entry Round History

Release 2 downloadable data contains the official Express Entry round-event history through round 441 (September 4, 2026), with 442 event records because the official split identifiers 91a and 91b are preserved separately. The live web checkpoint below is verified separately against IRCC and can be newer than the downloadable release.

Historical invitation counts and CRS cut-offs describe past rounds. They are not predictions of future rounds and do not establish an individual’s eligibility or likelihood of receiving an invitation.

Applications Received for Permanent Residency

IRCC’s Operational Processing workbook reports applications received in persons. It is an intake series, not approvals, finalizations, admissions, inventory or processing time.

Study Permit and Temporary Resident Applications Processed / Finalized

Release 2 adds monthly source-country volume datasets for new study-permit applications and temporary-resident applications from January 2023 through June 2026.

The Open Government resource titles use Applications Finalized. The source workbooks use Applications Processed by IRCC. The Observatory preserves this source-label difference and does not invent a statistical or legal distinction between the two labels. Neither label is rewritten as approvals.

These are application-volume counts. They are not approval volumes, application inventory, approval rates or processing-time durations.

Dated Processing and Service-Standard Snapshots

Release 2 preserves two IRCC/CIMM disclosures as separate dated snapshots:

• CIMM package dated March 23, 2026 — metrics as of January 31, 2026;
• CIMM package dated April 20, 2026 — metrics as of February 28, 2026.

Where the source distinguishes a service standard, 80th-percentile processing time, 50th-percentile processing time or expected wait for new applicants, the Observatory keeps those measures separate. Missing source values remain unavailable rather than being converted to zero.

These are dated official snapshots, not a continuous monthly processing-time series. The Observatory does not interpolate between them or infer processing time from application-volume ratios.

2026–2028 Immigration Levels Plan

IRCC’s overall permanent-resident target is 380,000 in each of 2026, 2027 and 2028. Selected 2026 targets include Federal High Skilled 109,000, Provincial Nominee Program 91,500, Total Economic 239,800 and Total Family 84,000. These are official planning targets, not forecasts.

Target-to-actual calculations are only shown when definitions and suppression completeness match. The Observatory does not back-solve suppressed cells or force historical categories into current target definitions.

2026 Immigration Change Ledger

The Change Ledger is a source-reviewed record of 17 public-policy pages listed by IRCC in 2026. Each entry keeps its listing date, effective date, current state and a bounded MAK summary tied to the controlling official source.

This is not a claim that IRCC made 17 universal immigration-rule changes. A policy can apply only to a defined cohort, can be archived or superseded, and can have an effective date different from its index listing date. MAK-derived or source-trigger-resolved dates are labelled as such.

* March 26, 2026 is source-trigger-resolved from the policy’s Royal Assent trigger and IRCC’s official confirmation that Bill C-12 received Royal Assent on March 26, 2026.

** January 16, 2026 is MAK-derived from 30 days after the December 17, 2025 signature date. It must not be presented as though IRCC printed January 16 in the operative date clause.

Methodology and Limitations

• Government source values and MAK-derived calculations are labelled separately.
• IRCC suppression values are kept as suppressed/null and are never converted to zero or reverse-engineered.
• IRCC published totals control where sums of rounded components differ.
• Partial periods remain explicitly partial or cumulative.
• Taxonomy changes are versioned; they are not forced into false continuous series.
• The Observatory is descriptive evidence infrastructure. It does not predict eligibility, officer decisions, future draws, processing outcomes or approval probability.
• Study-permit-holder data is kept on the source’s permit-effective basis and is not relabelled as approvals, new arrivals or total student stock.
• Prior Study Permit Holder or PGWP Status before PR admission is an observed prior-status population, not proof of causation, a transition probability or individual eligibility.
• Applications processed/finalized are kept separate from approvals, application inventory and processing-time duration.
• Historical Express Entry rounds describe past selection events; they are not forecasts of future CRS cut-offs or individual invitation outcomes.
• CIMM processing and service-standard data is presented as dated snapshots; missing values are not imputed and snapshots are not interpolated into a continuous series.
• Change Ledger summaries remain bounded by each official source. Listing, signature, effective, expiry and supersession dates are kept distinct, and MAK-derived or source-trigger-resolved dates are labelled.
