Since 2024, most study permit applications must include a Provincial or Territorial Attestation Letter (PAL or TAL). The letter confirms you have a place within the province or territory's share of the national study permit intake. Without a required PAL/TAL, IRCC will generally return the application.

Who needs a PAL/TAL?

Most new study permit applicants need a PAL/TAL from the province or territory where they plan to study. Some applicants are exempt. We confirm whether your situation requires one before you apply.

Who is exempt?

How you get a PAL/TAL

The PAL/TAL is issued by the province or territory, usually after you have a letter of acceptance from a DLI and meet provincial requirements. Each province runs its own process and timing. We help you understand the steps and how the letter fits your overall timeline.

How a licensed RCIC helps

We confirm whether you need a PAL/TAL, how it interacts with the study permit intake and your acceptance, and how to sequence it so your application is complete. Final decisions are made by IRCC.

Most do, unless an exemption applies. Master's and doctoral programs at a public DLI are listed as exempt starting 1 January 2026.
Who issues the PAL/TAL?
The province or territory where you plan to study issues it, not IRCC.
What happens if I apply without a required PAL?
IRCC will generally return the application as incomplete. We confirm whether you need one before you file.
