Eligibility Requirements

To qualify for a BOWP, applicants must meet these conditions:

  1. Residency and Work Status:
    • Reside in Canada with valid temporary resident status.
    • Hold a valid work permit or have applied to renew it.
    • Be eligible to restore temporary resident status with work authorization.
  2. Permanent Residency Application:
    • Have applied for PR under one of the following programs:
      • Federal Skilled Worker Program (FSWP)
      • Canadian Experience Class (CEC)
      • Federal Skilled Trades Program (FSTP)
      • Provincial Nominee Program (PNP), if no employer restrictions apply
      • Agri-Food Pilot (AFP)
      • Quebec Skilled Worker Class (QSWC)

The total cost of a BOWP is $255 CAD, which includes a $155 processing fee and a $100 open work permit holder fee.

Work Flexibility and Restrictions

BOWP holders typically have the flexibility to work for any employer in Canada. However, restrictions may apply:

  • PNP Applicants: Employment is limited to the province of nomination.
  • Quebec Applicants: Employment must remain within Quebec.

Validity of a BOWP

BOWPs are usually issued for 24 months, depending on the applicant’s passport validity. If PR application processing exceeds the BOWP validity, extensions of up to 12 months may be issued.

Spouses and Dependents
